Foster Care Waiver

Application Process

Foster Care waivers may be offered to West Virginia residents who were in foster care in West Virginia for at least one year preceding when they graduated from high school.

Eligible students should work with their Department of Health and Human Resources (DHHR) counselor to apply through the West Virginia DHHR website. Students must apply for the waiver within two years of graduation. The WVU Hub is notified of eligible students by West Virginia DHHR. Students must also submit the Free Application for Federal Student Aid (FAFSA) each year via the Federal Student Aid website.

Students may be considered for this waiver if they meet all of the following criteria:

  • Have been admitted into a degree-seeking undergraduate program.
  • Have not earned a bachelor's, graduate, or professional degree.
  • Enrolled full-time in their degree program.

Students cannot receive waivers for more than eight undergraduate semesters or completion of a bachelors degree, whichever comes first.
